International Rehabilitation Council for Torture Victims (IRCT) – 6 June 2013 - Urgent action is needed in Guerro, Mexico, where eight human rights defenders were missing following a public protest on 30 May in the city of Iguala.

The information available at this point is the following:

Arturo Hernández Cardona, Angel Roman Ramirez and Rafael Balderas Roman were subjected to extrajudicial killings. Jeimi Castrejon is disappeared. Héctor Arroyo Delgado, Efrain Amates Luna, Gregorio Dante Cervantes Nicolas Mendoza Villa are alive and free.
As stated in the Urgent Action request from IRCT member Colectivo Contra la Tortura y la Impunidad (CCTI – in English, Collective against Torture and Impunity):

We demand that the State of Mexico:

• Respect the life, security and integrity of Jeimi Castrejon;
• That the authorities take the necessary steps to establish the whereabouts of Jeimi Castrejon;
• That Jeimi Castrejon is presented immediately and alive; and in case he is detained, that all requirements of due process and respect for his rights and individual guarantees are complied with;
• Take the necessary measures to ensure the safety and security of Hector Arroyo Delgado, Efrain Amate Luna, Gregorio Cervantes and Nicholas Dante Mendoza Villa;
• For the relevant authorities to make a prompt and expeditious investigation of those responsible for the disappearance and extrajudicial killings and that the perpetrators be held to account.

The UN Committee against Torture noted — in their most recent state review in November 2012 — their serious concern at the large number of murders, disappearances and acts of intimidation and harassment committed against human rights defenders in Mexico.
sThe IRCT condemns in the strongest terms the actions of the Federal Police and demands an immediate investigation and respect for the rights of those currently detained.
