Over the past decade, growing tensions among the major nuclear powers have been accompanied by the intensifying risk of nuclear proliferation, nuclear competition, and nuclear weapons use.

I would say that the argument of some that Russia's violation of the Budapest Memorandum shows that security assurances are worthless is just wrong. It's Russia that violated the security assurances. That's an indictment of Russia, not of the utility of security assurances that the other nuclear-weapon states have given, including the United States, and implement faithfully.
